Old damp proof course holes missing solid plugs

Part of my 18thC home has a DPC installed decades ago by previous owners. Some of the holes are plugged with a green substance but many of them look hollow. Should I inject something into the holes? If yes, what should I use? The walls I am most concerned about are at street level where the asphalt pavement meets the bricks and yes, the walls are damp but I have already addressed that issue, just wonder about plugging the holes. Appreciate your thoughts.

I filled my damp proof injection holes on my soft reds (bricks) with lime mortar mixed with a litle red concrete dye. Quite difficult to tell now there were even injection holes there.
