We had a new banister installed this year, along with a newal post and top and bottom of the stairs. We have had a acorn style post cap like this one:

However, we have asked for a matching one to be fitted to the bottom newal post, but the joiner claims it is a safety hazard for children. Is this correct, or is he avoiding the issue, as he has rounded off the top?
