Frankly I can't understand why councils such as Lancaster and the local one to Tiptree manage to operate, it's no wonder the country is in the state it is in.

I understand that but to be deliberately obstructive in Lancaster and just utterly remiss in Tiptree?

Although I guess the lure of a shiny new 1970 style development may be attractive, although living next door to one of those I know they would regret it soon if it went ahead.

Would you choose a bunch of retired greengrocers, solicitors, hotel owners and members of the golf club to make medical decisions about a close family member?

That's how local democracy works on decisions that have a fairly major impact (yes, we "professionals" do have stand up arguments about things too, but when it goes to an "elected" committee you really never know where you are, plus there are all the interests that are unspoken and just assumed). I recall that, at least in Lancaster, the public inquiry fell apart when the overruled conservation officer finally found his voice at the hearing...
