Not your neck of the woods, but one of, if not the, traditional lock making town of the UK was Willenhall in the Black Country - near Wolverhampton. In fact there are quite a few security companies still in the area (Yale for one).
I presume you're after something fairly traditional - Willenhall has a lock museum, why not Google it and give them a call? There may well be someone in the area still making them the old-fashioned way.
Just be prepared for a bostin' good natter. And don't tell them they've got a Brummie accent, doesn't go down well. :wink:
