I told my wife I could ask the experts on this Forum for an explanation of the following:
She is one of the Trustees of the Quaker Tapestry in Kendal, which is housed in the Kendal Quaker Meeting House. The Tapestry Trustees have a "Full Repairing Lease" on the building, and because of terrible damp problems, there is a pressing need to get access to some old and blocked flues to clear debris and do other repairs. They have been liaising with the local authority (who are supportive of them), but have just been told that "rules have changed" and they now need not only Listed Building Consent, but also "Regional Government Office Agreement". Apparently neither their surveyor nor anybody at Kendal SLDC (South Lakeland District Council) offices has experience of this or knows exactly what this means. Can anybody here elucidate please?
