The Lime torching on the house we are buying has disintegrated - is it okay to replace it with more lime torching? (obviously the building surveyor wants to completely strip the roof and retile (they are fine) and pop in a breathable membrane but it would seem easier to just redo the lime torching from underneath - there are no leaks.

As you probably know, torching is often used to prevent wind-blown water ingress. Sometimes a consequence of inadequate slope or insufficient lap, but you are where you are.
If there are no other issues such as nail death, yes just redo it. In a way, it's good that it's disintegrated. It suggests the torch mix was weaker than the tiles/slates, which is as it should be.
Brush off and dedust thoroughly, using the non-Period vacuum. A slight mist of moisture from the garden hand mister will assist adhesion.
