IMO there has always been a dichotomy of what is a fire hazard with modern materials.
There appear to be many fire resistant materials on the market that pass all the tests so get called fire resistant but in a fire, albeit they don't burn, they quickly create huge quantities of poisonous smoke when heated.
Ok the house won't burn down but you will all be killed by the smoke!

Good point. Isn't it the case that most 'fire' fatalities are caused by smoke inhalation? I believe very few people actually burn to death. So actual flammability would seem to be less of an issue (within reason!) than the toxic gases given off during a fire.
