I would call that a spandrel. The true spandrel is the triangular insert at the corners but for general conversation the whole thing is called a spendrel. An even more generic term would be gingerbread, this is a general term for most decorative trim.

Thank you, those terms together brought up results. I am hoping to find one similar to my neighbours as recreating it is likely going to be rather costly.
