Insulation inbetween intermediate floor joists against exterior solid wall

Hi I am unsure if I should insulate this void in the floor which is against the exterior solid wall. I don’t want it to be a cold bridge and a spot for condensation to form but also I don’t want the insulation to get wet from potential driving rain?!
