Insulation @ 5% VAT

It turns out that insulating our house attracts reduced rate VAT at 5% BUT only if it is done by a VAT registered installer as the main part of their job. My builder won't fit the bill cos he is doing lots of timber frame repairs and plastering too.
I will be using sheeps wool insulation and similar old fangled stuff and am cautious about letting loose the usual loft insulation suspects, specially as it is a bit complicated and outside my experience.
I have other lines of enquiry like asking suppliers for recommendations and keeping an eagle eye on operations but ...
Can anyone recommend a suitable installer in the Bedford area?

No suggestions for installers - but my guess is that a builder already on site who knows the quirks of your building could be much cheaper than getting in the 'specialists' (particularly if you source the sheep wool yourself and negotiate the price rather than paying the installer's mark-up - my last lot ended up reduced and delivered for free)

Can the builder not send an invoice for fitting the insulation separately? I'd prefer someone who would spend the time rather than just slap it in with loads of gaps.
