Or perhaps it was decided during a coffee break, what with it being the bleedin' obvious. Why is Euro-skeptism the default viewpoint? One of the delights of Brussels is the variation in coffee breaks! In my experience, EU meetings in Italian offices produce the most wonderful espresso, while the French do a great full roast cafe noir.
