I’ve just had a rotten internal door lintel replaced with a planed piece of oak measuring 5ft long x 9”wide x 4”deep. The oak is supposedly seasoned. All I can say is that it’s certainly not green. What would be a good price to pay for this timber? It was sourced by the builder and cost me £99.10. Does that sound a bit steep?

There's quite a distance between the ~£30 per cubic foot one might pay for rough sawn oak at the sawmill and a piece of dimensioned and planed seasoned oak delivered to your house.
If you had spent a lot of time and trouble you might have found a cheaper piece but I don't think your builder is about to retire and go on a world cruise on the strength of that deal.
£99.10? Where do people get such numbers from? I'd have rounded it up to a hundred.

Quarter sawn, kiln dried european oak in those dimensions ( 9x4) could cost up to £ 70 per cubic foot .
Add planing and vat to it and the cost could be higher.

Add planing and vat to it etc...
Same volume of material but vast difference in price from the same supplier.
There is a very big difference in prize in quality oak which is directly related to it's size, selection of cut and quantity ordered.

No so long ago upon times one could take it for granted that you just ordered quarter sawn oak seasoned from the plentifull sawmills still about. Now is a bit more of a lottery and expensive.
The few importers or stockists tend to be extremely expensive if you order larger sections of European oak that has been kiln dried . If one asks for larger sections of quater sawn English oak that has been kild dried, and they may be able to supply it, don't be afraid if you get quoted up to £ 100 per cubic foot .
Plenty of green oak available at around £25 c/foot, that is the "through and through " stuff which you refered to and that is good for frame building.
The only other way to obtain good quality " cheap" quarter sawn English oak is to get a saw mill to cut it for you and you stack it correctly for a few years in a ventilated semishaded place where you keep " turning it around" for two or three years ,or more, depending on size.
