Rob - to judge by my original floor the steps are as follows:
1) lay flags onto compacted soil floor.
2) Have a cup of tea (or more likely beer in those days).
3) Enjoy floor for hundreds of years.
If you're really worried and want to ensure a level floor you could lay them in sand or a lime screed first.
I had flags laid direct onto soil and heather browns onto screed here. I guess the flags are heavy enough to ensure no movement, and the screed helped prevent smaller and lighter tiles from moving.

Just a PS to Robin's post - I've found that laying them on to a bed of sand makes it easier to get them level.

We're the same. 17th C stone and about the same size room. They're being laid as I write and I'm hopeful that they'll be done by Friday as my room has resembled the surface of the moon for most of this week. We're going for a bed of coarse sand on soil and a spot of hydraulic lime mortar for the smaller stones. We're planning to joint them (narrow joints) with hydraulic lime mortar as well. Assuming we're happy with the outcome, will post some pics next week.

We're Northants too so I would suggest you contact Ransfords at Daventry who at £85 + VAT are not cheap, but you won't have to travel too far to get them and will be able to hand pick and properly measure what you buy from them. We have learnt a whole lot about flagstone floors of late much to our cost, I'm afraid and wish we had been armed with more knowledge before we started the process. Happy to share what we have learned by phone if you PM me a contact number.
