extremely high window upvc

We are converting a church into a residential property.It is not listed.We have an extremely high window and have been told by the local authority that it needs rapid ventilation.Also we need to open it from the ground floor as the window is in a full height atrium position.A mechanism of a handle has been applied this is no use as it is pulling away from the wall.Can you suggest an alternative,electric or otherwise .

Why is it uPVC?

Why does it need to be rapidly openable?

If it's a plastic window then it will probably need replacing in the next few years anyway, especially if it is already coming away. You could consider replacing ti with a window designed to be opened remotely, maybe a central pivoting window with bits of string? Or even a scrap car door electric window complete with mechanism?

I think the traditional way is to have the pivot just above centre. The string is used to pull it open but the heavier lower half slams it shut when the string is released.
