As of the 1980s, building codes said that all new homes had to have cavity insulation. (cut and paste from the article)
There's no Building reg that requires insulation in the cavity, or even that the external walls have to be cavity wall construction.

I agree, cavity walls should never be stuffed full of insulation in old homes. It would be even worce if the home was built with soft brick which is what most homes are pre 1900. They depend on air space circulation to breath moisture. Exterior brick sealers should not be applied for the same reason.
