Does a completion certificate mean re-application?

Imagine you have building regs consent to carry out a list of works to your house. You carry them all out, except one thing - e.g. putting in a new window.

You then ask the BCO to come and inspect and issue a completion certificate on everything you've done. Does that effectively cancel the building regs consent on the one remaining undone item, necessitating re-application for it at a later date?

Surely the BCO can only issue a completion certificate for the items completed, leaving - by definition - completion of the unfinished items outstanding.

Many years ago we had an an extension built, together with various internal changes including a spiral staircase. When it came to the final inspection there was a problem with the spiral staircase. The BCO signed off all the other works, leaving the staircase outstanding. When the staircase changes were subsequently made, the BCO revisited and signed it off. There was no re-application necessary.

But that was about 12 years ago, so perhaps things have changed?

Did you have to apy for two inspections, our BCO said we'd have to if he came and signed off the work as we did it.

I don't recall 'applying' for inspections as such. The building control application was made when the work started (after PP was granted of course) and the BCO came out, I think, three times. The first was after the foundations were dug. I can't remember the second time but it was much later - maybe when the roof was being built - then the final sign-off (when the spiral staircase failed). As far as I remember, all these visits were part of the same 'job' and it was just a case of calling the BCO to let them know when we were ready for the next inspection.

It depends what you included in your original application (and whether a full application or a Building Notice). If the window was part of the works and is not done I would have thought that they cannot issue a completion certificate if one aspect of the work remains outstanding.

They may consider issuing a letter stating that all other matters are complete with only the one outstanding matter.

Why is the window not done? If there is a sound reason and you can justify it, they may be prepared to consider it and accept that the window does no need to be dealt with and issue a completion cert anyway.

Unless you are likely to want to sell soon I doubt it is an issue of major concern.

There must be a BCO on this forum who can give more definitive guidance?

What I meant was.....
One job entailsa certain number of visits, which is included in the price you pay.
Our BCO said if he came out to sign off the work on our kitchen, when he came to sign off other windows which we'd applied for all in one go, as we intend to gradually change them all, then each subsequent visit to sign off work would be classified as extra and above the work covered by the original payment, so would incur further charges.

So, when we finish changing all the windows, sometime in 2024 we get him in to sign it off :shock:

Ah, but at least there is a formal academic and professional path towards becoming 'merely' a surveyor, something worth far more than a single speck of grime when making comparisons with an estate agent, surely!

If you did not go down the "Full Plans" route, then there is no completion certificate at all, I believe? Its simply encumbent upon you to have complied...

The window in question was not being installed in order to comply with building regs. It was simply something that we felt would improve the light in that part of the house. LBC was not a problem, and the window formed part of a much longer list of works which gained (full plans) LBC and BRC. All other works have been done.
