Imagine you have building regs consent to carry out a list of works to your house. You carry them all out, except one thing - e.g. putting in a new window.
You then ask the BCO to come and inspect and issue a completion certificate on everything you've done. Does that effectively cancel the building regs consent on the one remaining undone item, necessitating re-application for it at a later date?
