Clearly people either (a) don't think at all, or (b) think they can get away with this sort of thing? Perhaps they often do get away with it, but when it's in the town centre it's a bit obvious to a lot of people.
There was a similar issue two years ago in another local town when a listed pub in a conservation area in the market place (i.e. really obvious to everyone) was worked on for two months with hoardings and scaffolding, before they were stopped. The place was gutted basically. They had not applied for ANY permissions at all - I think (hope) the subsequent delay must have cost them thousands.
