If it doesn't feel damp then why try to fix what ain't broke? I wouldn't bother with a damp course but I would make sure I didn't reduce the breathability of the walls. So I wouldn't use any impermeable membranes and I'd use lime not gypsum plaster. I'd only consider dry lining as a way to increase the insulation of the walls, allowing me to reduce heating bills and/or wear fewer jumpers. Sheeps wool insulation then oak laths on battens and lime plaster. Finally a casein distemper with the colour of your choice.

I reckon you need to stop and consider what is and isn't an apprpriate way to treat the building.

It's possible that your plaster simply needed repair, not replacement, it was possibly the original lime and would have continued to do its job for another 150 years, a damp proof course is not easy to install in rubble walls and in any case if the house isn't damp why do it?

Dry lining isn't really a replacement for decent plaster.

But expanding foam is simply a bodge - it isn't a repair.
