If it doesn't feel damp then why try to fix what ain't broke? I wouldn't bother with a damp course but I would make sure I didn't reduce the breathability of the walls. So I wouldn't use any impermeable membranes and I'd use lime not gypsum plaster. I'd only consider dry lining as a way to increase the insulation of the walls, allowing me to reduce heating bills and/or wear fewer jumpers. Sheeps wool insulation then oak laths on battens and lime plaster. Finally a casein distemper with the colour of your choice.
