building notice or full plans

I have perused local gov website that suggests I may have to submit a 'full plans' application if proposed work is 'close' to a main sewer. Anyone have an inkling of what defines close :?

Proposed work is internal alterations to kitchen area, no new build or extension etc.

I understood that meant if you were actually building something new near a main sewer - ie digging near or building over.

If your internal alterations include electrics you'll need building regs. If just refurbishment no electrics you shouldn't even need those.

Thanks John for the clarification on 'close' but does this only apply if i am building something new as opposed to making internal alterations? :?
