I think that the 2 need to be done simultaneously, as without the detailed planning application (which might end up being modified or conditions attached),there is nothing to give the listed building consent on.
First step would be to contact the conservation officer and see what sort of scheme he/she would support.

There might be some chance to chat to the conservation officer before putting in an application. Failing that there is also a pre-application you can make to planning to suss out their thoughts - I tried that but I'm not listed and the conservation officer didn't comment on it. A bloke with a listed property at lunch yesterday said he had some success with visiting the planners before making any application at all - that was in Daventry.

PP is not always required; it depends on what you're planning ('scuse the pun).
I've made three applications for works on our house. Two were for things like moving internal walls, opening up fireplaces and replacing windows, none of which required PP only LBC because the house is listed. The third application was for a kitchen extension, which required PP as well as LBC.
For that third application, I actually made a mistake and only applied for, and was granted, LBC because I thought at the time that it also covered the PP requirements. My mistake, but with our CO on board it was simple enough to successfully apply for PP a few weeks later. So I guess it's possible (depending on your council perhaps) but I can't honestly see the point in not making both applications at the same. Why are you thinking about a staggered approach?
Incidentally, I wholeheartedly agree with Edward Ian that the first step should be to first discuss whatever you're planning with the relevant CO. I did exactly that before every application and our CO even suggested some changes that were actually improvements on what I was originally thinking about, so it was like having free expert consultancy really. It also means that the application process becomes a 'rubber stamp' exercise if the CO is already on-side. The CO will be involved eventually so why not start the discussions as early as possible?

We used to contact our Borough Council CO initially for any proposed works, however the local borough council no longer has a CO, as it's all done at County Council level now. All well and good, but I've tried in the past to ask for advice from the County Council CO and I've never once had a return call/email, so I've given up on that route now.
It's actually for a new vehicular access in place of the existing one and because it's on a classified road, it requires PP as well. My thoughts are what's the point of paying the £206+service charge for planning permission, if it's going to be refused based on the CO's consultation, so I'd rather jump (or fall at) that hurdle F.O.C first...

Early part of last year I had a list of projects associated with our 16C Tudor cottage. CO was happy to come along and review each of these with me and to confirm those for which I would need PP as well as which would also need CO Consent as well. A couple of curve balls thrown my way but other than that no nasty surprises either.
Best bit though was no fees either. Which CC are you with?
